The city council is set to sign off three large projects at its planning committee meeting on Thursday, including the residential conversion of the former Preston Catholic College’s sixth form centre.

Also on Preston City Council’s agenda are Community Gateway Association’s returning plans to build 58 homes off Tabley Lane, as well as Wain Homes and Liberty Care Developments’ proposals for a 72-bedroom care home off Sandy Lane.

Branco Winckley Square wants to demolish one of two remaining parts of the former Preston Catholic College to make way for 35 flats off Mount Street.

Designed by Studio John Bridge, the scheme would see the grammar school’s 7,000 sq ft sixth form centre bulldozed and replaced with a five- to seven-storey apartment block.

There would be 27 one- and eight two-bedroom homes, several of which would benefit from their own roof terrace or balcony.

Proposals also feature a 500 sq ft gym and 100 sq ft of co-working space, along with a shared roof garden.

The former sixth form centre is currently used as a canteen building, joined to an office building through a linked footbridge. The footbridge would also be demolished under the proposals.

Opened in 1865, the college has a rich history with ex-pupils including footballer Mark Lawrenson and Beano cartoonist Leo Baxendale. Gateley Smithers Purslow provided the heritage statement for the site.

Plans for the school’s redevelopment were submitted in February.

The project’s developer, Branco Winckley Square, is a subsidiary of Branco Capital and already owns a 40,000 sq ft office building in the area.

If approved, the flats would join more than 200 residences already built in Winckley Square alone as part of the city council’s City Living Strategy to build more quality homes in the city centre.

Smith and Love is the scheme’s planning consultant. BWB is providing the flood risk assessment and drainage strategy, while MJM is advising on transport.

Liberty Care Developments and Wain Homes are seeking reserved matters approval to deliver a 72-bedroom care home, made up of four connecting blocks off Sandy Lane.

C Squared Architects designed the scheme, which would see the construction of the 38,500 sq ft complex surrounded by 19,500 sq ft of community gardens.

Designed to provide specialist dementia care and 24-hour elderly nursing, the care facility would also provide residents with a tearoom, an activity room, a cinema room, and a hair salon.

There would be 28 car parking spaces, including three accessible and four electric vehicle charging bays.

Outline permission was granted for the project in January 2021 to create flexible floorspace, drinking establishments, hot food takeaways, a medical centre, a pub and hotel, and a care home on a wider six-acre site.

The developers are only moving forward with the care home and retail space, which will be the subject of a separate reserved matters application.

Plans were submitted in June and form part of a wider development area known as the North West Preston Strategic Location, which proposes around 5,500 homes on an 800-acre plot.

The one-acre plot is currently being used as a site compound for Wain Homes’ creation of 230 homes there.

JLL is the planning consultant for the scheme. Also on the project team is transport consultant Cameron Rose Associates, landscape architect Landstruction, and engineering and environmental consultant BWB Consulting.

Tabley Lane

Community Gateway Association’s plans to build 58 residences off Tabley Lane will return to Preston City Council’s planning committee on Thursday, two years after it was first considered.

The Levitt Bernstein-designed scheme would feature 12 apartments, as well as two two-, 11 three-, and seven four-bedroom houses. The remaining 26 plots would be reserved for custom-build housing.

Currently agricultural land, the site is allocated for housing under Preston’s local plan and benefits from outline permission for up to 58 homes, which was granted in December 2018.

Plans form Parcel A part of a wider scheme. Community Gateway was granted planning permission to deliver 175 homes on the adjacent Parcel B in December 2021.

The proposals for Parcel A were first considered by the planning committee in December 2021, and again in November 2022 due to a financial error in the original report.

The application was recommended for approval both times, subject to a Section 106 agreement securing a financial contribution towards the East-West Link Road, the provision of on-site affordable housing, and the future management and maintenance of the public open space.

In August, the developer approached the local planning authority due to difficulties in securing the S106 provisions and suggested that planning permission be granted before the agreement is signed, with an additional condition preventing any development from taking place until it is completed.

The development is recommended for approval on Thursday.

PWA Planning is the scheme’s planning consultant. The project team also includes Amenity Tree Care, Powers, SCP, and Hepworth Acoustics.

Persimmon Homes has submitted plans to Ribble Valley Council to build 85 houses, featuring six two, 40 three-, 35 four-, and four five-bedroom properties.

Of the 85 homes, 25 would be available for affordable rent, making up almost 30% of the development.

Proposals also include nine properties that will be allocated as over-55 accommodation, four of which are within the affordable housing allocation.

All houses within the proposed development would be allocated a minimum of two car parking spaces, which include off-road parking and detached garages. There would be a further ten visitor parking spaces provided across the site.

AEL Projects would deliver the 58,000 sq ft manufacturing facility on behalf of Wyder Timber, which is involved in the production of roof trusses. The company requires an efficient workplace where materials can be delivered, processed, produced, and redistributed..

Designed by RPS Design Group, the scheme would see Wyder relocate from its existing Preston warehouse, a 10-minute drive away off Cummeragh Lane, in order to meet the demands of its operations.

The single-storey facility would provide a small-scale mezzanine level to provide staff with a 2,200 sq ft open-plan office and 344 sq ft conference room.

There would be 50 car parking spaces provided, including three disabled bays, as well as two motorcycle spaces and 12 cycle stands.

Most recently used for open-air storage, the three-acre site is accessed off Roman Road.

Avison Young has been assigned as the scheme’s planning consultant, while Civic Engineers will provide structural and civil engineering consultancy services.

Blackpool Council has made key project team appointments in recent weeks in order to move the £65m Multiversity along. The higher education facility will be built in conjunction with Fylde College and offer courses on artificial intelligence, data, clean growth, and the future of mobility.

CBRE has also been appointed to the team as the project manager and cost consultant and, according to a council document, Civic Engineers will enter into a sub-contract arrangement with specialist façade consultant Fortis for the provision of the exterior design. Hydrock is the acoustic and fire engineering consultant.

Julian Broster, co-founder and chief operating officer of Civic Engineers, said: “It is fantastic to be appointed as civil and structural engineer on the design team for this transformational project.

“We’re looking forward to playing our part in delivering the high-quality design, which will enable significant regeneration and see a world class university learning experience created in the town centre.”

Designed by Hawkins\Brown and supported by Lancaster University, the scheme will see the relocation of Blackpool and Fylde College’s Park Road campus into the town centre.

Blackpool Council has received £49m state funding for the Multiversity, with £40m from the Levelling Up Fund and £9m from the Town Deal. The £9m is being used to fund the acquisition of a three-acre site close to Blackpool North train station, where the scheme will be located.

The authority has already negotiated deals to acquire properties off Cookson Street, Milbourne Street, George Street, and Charles Street to enable the redevelopment. These buildings will be demolished to make way for the campus.

The council approved the final £16m facility in March to fund the construction of the 190,000 sq ft Multiversity, with the facility expected to be open to students in September 2026.

LNT Care Developments can move forward with the Barrow residential scheme, which includes dementia care as well as three townhouses.

Ribble Valley Council signed off the project at its planning committee meeting on Thursday.

Situated on more than two acres east of Whalley Road, the proposed 34,600 sq ft care home will be built by LNT Care Developments’ sister company, LNT Construction. The contractor is anticipating delivering the project within 16 months.

The two-storey, H-shaped care home will boast solar panels on its roof and landscaped gardens. It will also provide residents with a series of amenities including a lounge, dining room, family room, garden room, cinema, hair studio, and shop. Each will offer both general and dementia care. All 66 bedrooms will have ensuites.

Car parking would be provided for 25 vehicles, including three spaces designated for those who are disabled and six with electric vehicle charging capability.

In addition to the care home, the application includes the demolition of the buildings at 23-25 Old Row. This includes the former La Taverna restaurant.

In their place, LNT Construction will build three terraced houses, two with two bedrooms and one with a single bedroom. These homes would have a parking space each.

Steven Gallagher is now a director at the Preston-based architecture firm, while Helen Knott has been named an associate.

Gallagher joined David Cox Architects in 2017 from Halsall Lloyd Partnership. Stepping up from his previous associate position, Gallagher will co-lead the studio alongside the company’s namesake, David Cox, as a director. Recent projects for Gallagher have largely revolved around student accommodation, private homes, and community-led developments.

Knott also joined David Cox Architects in 2017. Her earlier career was spent with Cassidy + Ashton, The Harris Partnership, and Bradshaw Gass & Hope. She is a certified Passive House designer and is particularly focused on low-carbon design.

“Steven and Helen have played a significant role in the practice and these promotions are richly deserved,” said director Cox.

“Broadening the identity of the business and consolidating the new senior leadership team is a positive step forward and we are all excited to shape the future of the practice together,” he continued.

GVS Filter Technology is gearing up to move its UK headquarters from Morecambe to Quernmore.

Cassidy + Ashton designed the filtration component company’s new Lancashire base, which was granted planning permission by Lancaster City Council last month. The 21,500 sq ft complex will accommodate the company’s more than 190 staff members and offer both offices and production areas.

“The GVS team are excited about the chance to bring all our business functions together under one roof,” said Ben Hartropp, head of engineering at GVS.

Contractors are set to be appointed this autumn for the project, with work starting in January 2024. The office and production facility is set to be complete by spring 2025.

Situated off Caton Road and overlooking the River Lune, the site was the former home for paper producer Sofidel. Part of Sofidel’s space will be retained and refurbished as part of GVS’s plans.

Those plans also call for a building that will enable the company to meet its carbon neutral goals. Cassidy + Ashton’s designs include rooftop solar panels and heat transfer management systems. A wildlife pond will also act as a sustainable drainage system.

“We’re committed to working with our client partners to design and create buildings that contribute to a more sustainable world,” said Alistair Baines, chairman of Cassidy + Ashton.

“Our plans for GVS’ new commercial facility reflect a conscious decision by the company to ensure they are taking the right measures towards being carbon neutral.

He continued: “In relocating their UK operations, GVS seeks to make a real mark in Lancaster on a prominent site alongside the River Lune. Formerly a magistrates’ court, the grade two-listed building would be transformed into a coworking office complex under the city council’s proposals.

Preston City Council has submitted plans to bring the disused Amounderness House back into use and help secure its long-term future with hopes to deliver 6,400 sq ft of office space.

Designed by FWP Architects, the scheme would also create an accessible main entrance to the building, which is located on the corner of Lancaster and Road and Earl Street within the city’s Market Quarter.

The property’s 1,700 sq ft central hub would sit on the ground floor and feature breakout, hot desk, and social space, along with seven office units ranging from 100 sq ft to 900 sq ft.

There would also be four commercial units built – two in former courthouse cells and two in a new south wing extension.

Moving up to the first floor, proposals would see former cells converted to provide four offices, along with the delivery of another 13 offices offering up to 600 sq ft of space.

A further six offices would be found on the second floor, as well as a roof terrace overlooking the courtyard.

Outside, the courtyard, which is currently used as a council car park, would be transformed into a public space with proposals including paving, lighting, and planting works.

Notably, works will endeavour to retain “the form and features of the historic building fabric, wherever possible”, according to a design and access statement.

Amounderness House was originally constructed in 1857 as a police station with holding cells, before being extended into a magistrates’ court in 1901. The property has been vacant for more than 20 years.

In February, it was announced that office provider W_rkspace will operate the hub.

Neil Ainsworth, partner at Preston-headquartered FWP, said: “Our plans centre on returning this long-disused building back into use as a modern office hub that meets the needs of businesses, while preserving its great character.

“To that end, the building’s original elements will be retained and sensitively redeveloped, with restoration work a key part of the project”, he continued.

“We’ve worked hard to make sure that the interior of Amounderness House will be largely retained and reconfiguration work is kept to the minimum and the same goes for its historic external appearance.

“In all the design work we have looked to strike a delicate balance, in order to revitalise a building that has stood empty for over 20 years and has been noted as ‘at risk’ while being sensitive to any heritage impact.”

The £7.4m project is one of six planned under Preston’s £200m Harris Quarter Towns Fund Investment Programme. The government awarded Preston £20.9m from its National Towns Fund initiative towards the programme in March 2021, through which the city wishes to transform its historic buildings to provide leisure and employment facilities.

Maple Grove Developments is working with Preston City Council as project manager under the Lancashire Regeneration Property Partnership to deliver the project.

Smith & Love Planning Consultants submitted the application on behalf of the council. The project team also includes SCP Transport, Eden Heritage, E3P, TRP Consulting, and Graham Schofield Associates.

Bowland Inns & Hotels will get to work in the coming weeks to transform the grade two-listed former residential school into a 51,200 sq ft boutique venue.

Lancaster City Council has approved the company’s plans to convert the historic Wennington Hall into a luxury hotel, retreat and spa, and exclusive weddings and events venue.

Located off Lodge Lane, just outside of Wennington, the two-storey building will add 37 bedrooms to Bowland’s national portfolio, which includes the £10m conversion of Holmes Mill in Clitheroe.

Designed by Stanton Andrews Architects, the scheme will also deliver two extensions to the 1960s townhouse, one to the side dining room and one to the back function room. These extensions will allow additional toilet facilities to be delivered, as well as larger kitchens and a dedicated bar.

Existing outbuildings will be used to hold yoga, pilates, and physio sessions.

There will be “very little alteration to the historic fabric of the building”, according to a design and access statement.

Guests and staff will be provided with 85 car parking spaces, as well as four electrical vehicle charging points.

The hotel will be operated under Bowland’s James’ Places brand, which acquired the country house from Lancashire County Council last summer following the closure of Wennington Hall School. The school was founded in 1954 to provide education for young people with social, economic, and mental health needs.

Bringing the currently redundant building back to life will see the creation of up to 60 full and part-time jobs upon completion.

James Warburton, chairman of James’ Places, said: “Wennington Hall will be a fabulous addition to our family of remarkable buildings and businesses.

There is so much potential here, not just in the hall itself but in the extensive collection of buildings once useful to the school but now in need of fresh ideas”, he continued.

“It is such a beautiful building in stunning gardens and grounds in an idyllic rural location, and yet it’s less than 20 minutes to Lancaster and the M6 motorway.

Blackpool Pier Company wants to create a high-quality venue facing Talbot Square on the grade two-listed North Pier.

Plans have been submitted to Blackpool Council to transform the 8,200 sq ft site, formerly home to the Merrie England Bar, to provide a prime establishment at 120-122 Promenade.

The Joseph Boniface Architects-designed scheme would see the creation of a new central island bar and internal terrace, as well as the fitting of an atrium roof window.

Lantern-style roof lights would be added to fill the space with natural light, a transformation from the dark interior of the previous venue.

Proposals also feature an upgraded outdoor seating area in order to provide enhanced views towards the Lake District.

Blackpool Pier Company, which owns all three of Blackpool’s piers, intends to “remove any previous connotations with the Merrie England and start afresh”, according to a design and access statement.

The Merrie England opened in 1960 and has fallen into a state of disrepair since its closure.

Following the completion of the 61,000 sq ft first phase of the university’s management school redevelopment in 2021, Conlon Construction has been picked for phase two. 

The second phase of the project will see the eastern portion of Lancaster University’s management complex, a 1970s office and teaching building, refurbished. 

It had originally been intended for the building to be demolished and replaced with a second new-build facility.

However, following a rethink, the university has opted to refurbish the existing building, despite earlier planning documents stating it had “passed its intended design life”.

Conlon Construction’s £15.8m contract runs for two years until July 2025. 

Deputy dean of Lancaster University Management School, James Faulconbridge, said: “We look forward to working with the appointed contractors to further develop the design for the refurbishment of our East Estate.

“As one of oldest business schools in the UK, the design will be sympathetic to our heritage but will bring the 1970s aspects of our buildings into line with the first-class, modern facilities provided by our new West Pavilion. This will mean our staff and students will have access to the same high standards and exciting spaces in all corners of our Management School.”

Plans for the overhaul of the management buildings were approved in 2017 and the first phase, a new-build £24m West Pavilion built on land next to the existing complex, opened in 2021. 

Designed by Feilden Clegg Bradley Studios and delivered by John Turner Construction, the West Pavilion is a five-storey building housing three lecture theatres, two executive teaching suites, and three floors of workspace for academics and staff. 

A large atrium and new reception area link the new building with the existing LUMS facilities. The delivery architect was Liverpool firm ABW Architects.

The beer giant has submitted proposals for a hydrogen facility on 8.6 acres at its Samlesbury brewery, part of the company’s plans to reduce its carbon emissions. 

According to Protium, with whom Budweiser is working on the scheme, the facility “will save thousands of tonnes of CO2 emissions per years, reducing the brewery’s reliance on fossil fuels”. 

The Samlesbury Net Zero project, combined with other initiatives, aims to help Budweiser Brewing Group’s Samlesbury brewery meet its thermal demand, heating and transport needs through green hydrogen energy. 

The new facility would be built next to the brewery, which lies just off the A59 between Preston and Blackburn. The facility, which would include an electrolyser, associated plant, and refuelling station, would cover an area similar in size to one-and-a-half full-size football pitches. 

Under the plans, submitted to South Ribble Council, Protium would fund, build, and operate the site for the brewery.  

Protium and Budweiser are aiming to start construction by next spring, subject to planning approval.  

Once produced, the hydrogen would be fed directly to hydrogen-ready boilers allowing the brewery to meet the thermal demand of its brewing processes and other heating requirements. 

It would also supply a hydrogen refuelling station for use by hydrogen-ready heavy goods vehicles. The heat from the hydrogen production facility (HPF) will be recovered and used in Budweiser’s bottling process. 

This could be Protium’s third HPF in the UK and its second with Budweiser after the announcement in 2022 of plans for the Magor brewery in South Wales. Protium, established in 2019, is headquartered in London.

Liberty’s Hotel off Cocker Square is being marketed by Christie & Co with a guide price of £1.5m. 

Comprising 67 bedrooms, the venue is owned by Jersey-based Jewel Hotels, according to Land Registry. 

Liberty’s, located just off the Promenade, has been operated by Bespoke Hotels as part of its Coast and Country Collection since 2021. 

Bespoke took on the running of the Blackpool hotel, among 40 others across the country, following the collapse of Shearings Hotels.  

Liberty’s boasts a 100-cover restaurant and bar and has an EPC C rating. 

The hotel is less than half a mile from Blackpool’s main train station and a short walk from the town’s retail core and North Pier. 

Christie & Co’s marketing materials for the freehold of the hotel state the “business is available free and clear of current management and branding and would be well suited for continued use”. 

Elsewhere in Blackpool, Christie & Co is also marketing a pair of hotels with a combined 125 bedrooms. The agency is seeking offers of £3.25m for The Lawton Beechfield hotels.

The authority’s Growth Programme has facilitated “excellent growth”, with the authority having overseen the completion of a net total of 2,578 homes and 1.2m sq ft of employment space since 2017.

Last Thursday, Blackburn with Darwen Council’s executive board approved the latest stage of the framework, which acts as a blueprint for new housing and commercial developments in the borough.

The strategy has “helped deliver impressive performance since the current Local Plan was adopted in 2015”, according to a report in which the council describes its success.

Highlights include the fact that more than 51% of the 2,578 completed homes have been delivered on brownfield land in the past six years, while the council’s Section 106 income has skyrocketed from £1.4m in 2015/2016 to £11m today.

Housing

Of the net 2,578 homes completed over the past six years, Blackburn with Darwen Council delivered 569 of these properties in 2022/2023. This figure shows a 24% increase from the 369 housing completions in 2021/2022 and a 112% increase from the 231 in 2017/2018.

A total of 24% of the net housing completions have been affordable. This total exceeds the council’s 20% target.

Looking to the future, the council’s two joint venture companies are key to the 2023/2024 Growth Programme.

Maple Grove Blackburn was formed with Maple Grove Developments in 2021. The JV is preparing a 10-year masterplan, which includes the demolition of the Penny Lane Morrisons store to pave the way for 500 homes.

Elsewhere, Barnfield Blackburn, formed with Barnfield Developments in 2018, has sold the former Lower Darwen Paper Mill to Elan Homes for the construction of 76 homes. These houses are expected to complete later this year.

The North East Blackburn Strategic Housing Site around Sunny Bower is another key housing plot, which is earmarked for 1,500 new homes.

Employment space

Blackburn with Darwen Council oversaw the delivery of 92,440 sq ft of employment space in 2022/2023, creating a total of 1.2m sq ft over the last six years.

As a result of these deliveries, 5,000 net additional jobs have been provided since 2017.

For 2023/2024, the council has highlighted a number of key employment projects including Autolab’s 21,500 sq ft showroom off Carl Fogarty Way and Assura’s transformation of the grade two-listed Griffin Lodge into a medical centre.

Preston City Council approved charity Pioneer TEC’s vision at its planning committee meeting yesterday. The decision was made in line with officer recommendations.

Architect MCK designed the scheme, which will deliver the leisure attraction on a 10-acre plot, which makes up part of the wider 26-acre Trax Motor Centre site off Wallend Road.

A 12-metre high dry sky slope will be installed, featuring an operating ski lift and a mountain-biking track at the side.

To its left, a cable system and water-skiing dock will be delivered on a seven-acre lake. Proposals also suggest that the water could be used for windsurfing and kayaking.

The proposed lodges will surround the lake. Each home will provide up to three bedrooms for young people aged 11-18 in their transition from the care system.

The proposals, submitted in March,  form phase two of the company’s five-phase masterplan for the wider 26-acre site, which envisions the creation of a climbing wall, high ropes course, wave pool, skate park, and a football pitch.

The Pioneer Building, a four-storey residential and educational building, forms phase one and was completed in 2021.

De Pol Associates is the planning consultant for the scheme. The project team also includes Reford Consulting Engineers, FPCR Environment and Design, Trevor Bridge Associates, and AZH Consultancy.

Monte Blackburn’s Burnley Bridge South warehouses make up just the first part of the masterplan for the 32-acre site off Accrington Road.

That masterplan calls for 538,200 sq ft of industrial space by Junction 9 of the M65. The two recently approved warehouses together make up about 37% of that space and are the first building elements to secure planning permission since the Issa brothers’ development company purchased Burnley Bridge South in November last year.

Both of Monte Blackburn’s warehouses were granted planning permission by Burnley Council under delegated powers in July.

The smaller of the two comprises 39,100 sq ft spread across a ground floor and mezzanine. There will also be 48 car parking spaces.

The larger scheme offers 165,200 sq ft of industrial and office space, with a ground floor, first floor, and mezzanine.  There would be 259 car parking spaces provided.

Both projects are set to achieve a BREEAM rating of Very Good, according to an analysis by consultant Sustainably Built.

They were designed by Campbell Driver Partnership Architects, with planning consultant Freeths securing permission from the council. DEP Landscape Architecture and Dragonfly Consulting round out the project team.

Euxton Heights will deliver a mix of detached and semi-detached properties on the former DXC Technology site off Euxton Lane near Buckshaw Village.

Contractor BSH has begun the remediation work and the demolition of the existing office buildings on the 7.5-acre site to prepare for the delivery of 108 houses.

APD Architects designed the scheme on behalf of Bellway Homes. Plans include 30 two-, 53 three-, and 25 four-bedroom houses, of which 13 will be available for affordable rent or shared ownership.

Each home will feature a private garden and one or two allocated car parking spaces, including electric vehicle charging provision.

Grace Yarlett, sales director at Bellway Manchester, highlighted that the residents will benefit from established infrastructure, amenities, and facilities within nearby Buckshaw Village, as well as road and rail connections.

“Euxton Heights is perfectly placed for commuters and also those looking to enjoy the best of Lancashire’s wonderful open spaces, thriving market towns, and coastline”, she said.

Bellway was granted planning permission for the scheme following a successful appeal in April, where Chorley Council withdrew any objections to the plans one day into an inquiry.

The authority’s planning committee rejected the application last September due to an unacceptable reduction in employment land and the belief that the site was unsustainable for residential development.

The Planning Inspectorate refuted the council’s arguments and approved the scheme, highlighting Chorley’s lack of a five-year housing supply.

Construction on the project is expected to take around four years with the first properties released for sale later this year and show homes expected in early 2024.

Pegasus Planning is the scheme’s planning consultant. Also on the project team is transport consultant Eddisons, landscape architect Landscape Design Solutions, civil engineer Site Infrastructure Services, and engineering consultant IGE Consulting.

When complete, the project will see the repair and restoration of the market town’s Muni Theatre, Little Theatre, and Pendle Hippodrome.

Pendle Council was awarded £6.5m from the government’s Levelling Up Fund in October 2021. The authority has allocated £3.5m to the refurbishment of Colne’s Heritage Quarter, which is made up of the three theatres.

Contractor B & E Boys has already begun work on the Muni Theatre’s £1.6m refurbishment, with repairs expected to be complete by January. Upgrades to the Albert Road venue will include a new roof and windows, as well as new heating and lighting to improve energy efficiency.

Pendle Hippodrome has received a £1.7m investment, which will see an extension of the theatre into the former Derby Arms pub next door off New Market Street. Readstone Construction is the contractor for the project, which also includes the redevelopment of the existing foyer and box office.

Improvements to the Pendle Hippodrome are already taking shape with the theatre and pub linked internally, and are due to complete in June 2024.

Down the road, work is set to begin on the £262,500 future-proofing of the Little Theatre off River Street to incorporate a single-storey extension, a modern foyer, a green room, and a kitchen and bar. There will also be improved wheelchair access and facilities.

Cllr Asjad Mahmood, Leader of Pendle Council, said: “It’s great to see how the work is progressing on the theatres and I cannot wait to see the finished results.

“All three theatres are such important assets for Colne and this major investment will really give the town a boost and attract even more people to Pendle.”

Cllr Mohammad Hanif, Pendle Council’s portfolio holder for leisure services, added: “All three theatres have suffered from chronic underinvestment over a number of years.

“This funding really is a lifeline to secure the futures of each of them and provide quality, up-to-date entertainment venues for residents and visitors.”

Jubilee Gardens will deliver 75 apartments for those over the age of 55 on the five-acre plot off West Paddock in Leyland.

South Ribble Council unanimously approved its own care scheme at a planning committee meeting last Thursday. The decision was made in line with officer recommendations.

Designed by architect Norr, the BREEAM Very Good scheme will provide a part one-, part three-storey apartment block filled with only affordable flats supported by a registered provider.

South Ribble Council will own and manage the complex, which will include 67 one- and eight two-bedroom homes. Residents will have access to communal lounges, a café, and a hair and beauty suite, as well as pamper and guest suites.

There will also be a small retail unit, also open to the public.

A total of 42 car parking spaces will be provided, including five electric vehicle charging bays and an internal store to hold eight scooters.

In terms of sustainability efforts, a solar panel system will be installed to help offset energy costs, air source heat pumps will be used, and the building has been designed with a fabric-first approach.

South Ribble was granted planning permission last September for a slightly smaller version of the scheme. This newer version, however, increases the number of homes from 72 to 75.

The project team includes environmental consultants The Environment Partnership and Redmore Environmental. GTA Civils and Transport is the flood risk consultant. CampbellReith provided civil, structural, transport, and geotechnical services. Homes England has also contributed funds for the project.
