The main contractor, whose projects include Liverpool FC’s new stand and Merseyrail’s Headbolt Lane Station, has officially gone bust, leaving 446 staffers without a job.

Grant Thorton’s Rob Parker, Jon Roden, and Kevin Coates were appointed as joint administrators for Buckingham Group Contracting on Monday.

“After 36 years of uninterrupted trading, this is an extremely sad day for all the exceptionally committed and talented people who have made Buckingham Group Contracting the business it is,” said Mike Kempley, chairman at Buckingham.

Buckingham had filed a notice to appoint administrators earlier this month. At the time, it had blamed “rapidly escalating contract losses and a sharp reduction in liquidity” as the reason for its financial troubles. It was an assessment that administrators echoed in a statement on Tuesday.

Buckingham had been attempting to refinance and sell part of the company.

Ultimately, only Buckingham’s rail division was sold – with Kier Group picking up Buckingham’s HS2 contract. The sale to Kier preserved 180 jobs, according to Grant Thornton.

Under the agreement, Buckingham’s rail assets will become part of the Kier Transportation company. Kier Transportation designs, builds, and maintains a variety of transit infrastructure, including rail, highways, and aviation.

Joe Incutti, group managing director of Kier Transportation, welcomed the Buckingham employees to the Kier fold.

“The team will further strengthen our capability and this helps to bring an end to a period of uncertainty for clients and employees by ensuring continued delivery on existing projects, and the retention of hugely important skills and expertise in the rail sector,” Incutti said.

Andrew Davies, chief executive of Kier Group, said: “We have previously stated that we would consider value accretive acquisitions in core markets where there is potential to accelerate the medium-term value creation plan.

“This acquisition is one such example – it is an excellent strategic fit and accelerates our rail strategy, providing work with new rail clients and increasing our capabilities.”

While the Kier sale preserved some of the company’s jobs, it was not enough to save the rest of the business.

“It is, however, with regret, that despite the best efforts of the directors and the company’s advisers, a sale of the company’s remaining divisions (building, civil engineering, demolition, major projects and sport & leisure) was not possible,” said Grant Thornton’s Parker.

“As a result, 446 employees from these divisions together with some other central roles at the company have been made redundant following the company entering administration,” he continued.

“The Grant Thornton team will work with the employees affected to support them through this process.”

The main contractor has delivered the first phase of the £23m Ferrersfield scheme to affordable housing provider Torus.

Situated on a plot between Knowsley Lane and Astley Road in Huyton, Ferrersfield is the largest new-build project HMS has undertaken.

The project, when complete, will comprise 131 homes designed by Bowker Sadler Architecture. The houses will be a mixture of two-, three-, and four-bedroom residences and available on a rent-to-buy tenure.

Work started on the scheme in 2021. The first 19 homes have now been delivered, with the remaining set to complete later this year.

HMS is delivering the scheme on behalf of Torus Developments. Both HMS and Torus Developments are part of the same organisation: Torus Group.

“This was a big undertaking for HMS when we started on site in 2021 as it was the biggest new-build project we had ever mobilised, but seeing the homes we have worked hard to build completed and people receiving the keys to their new homes is fantastic,” said HMS construction director John Barrow.

He added later: “I know that Ferrersfield will provide hundreds of people with a great place to live and taking a lead on regenerating a disused piece of land is something that the whole team is proud of.”

Torus Developments’ group head of developments Anna James praised HMS’s work.

“Over the years, HMS has proven to be a resilient and reliable contracting partner and as the next 18 months will be one of HMS’ strongest in terms of handovers and completions, I am looking forward to continuing to mark these kinds of milestones with the team,” she said.

Planning permission for Ferrersfield was granted in August 2020. In addition to Bowker Sadler Architecture, the project team includes PB Sustainability, EnviroSolution, Shape Engineering, The Alan Johnston Partnership, SRL Technical Services, Hinchliffe Heritage, AJP Structural Engineers, and Resource & Environmental Consultants.

The demolition of The Swan pub off Corporation Street is a nearly done deal after the Planning Inspectorate sided with the local authority on its ability to use compulsory purchase powers to push through its regeneration plans.

St Helens Council and English Cities Fund have joined forces to deliver the regen scheme, which focuses on 24 acres in the town centre of St Helens. The project will see the razing of a series of buildings to make way for a market hall, 120-bedroom hotel, 64 homes, nearly 11,000 sq ft of retail and an improved and extended bus station.

The Swan Pub sits within the borders of the project and has been the focal point of objections to the council’s use of CPO powers.

Swan Pub proprietor Angela Hindley, her family, pub owner Punch Partnerships, and Merseytravel had objected to the CPO, which the council had approved in December. This led to a public inquiry with the Planning Inspectorate, which was held on 8 August.

By the time the inquiry rolled around, however, all of those opposing the project – with the exception of Punch Partnerships – had come to an agreement with the council and withdrawn their objections.

The inspector did not deliberate for long either, reaching a decision roughly two weeks after the inquiry was held.

Cllr David Baines, Leader of St Helens Council, welcomed the inspector’s decision.

“Everyone in the borough wants to see our town centres regenerated so that they are places we can all be proud of, and the council is committed to delivering this change with an ambitious once-in-a-lifetime plan,” he said. “We have the right partners on board and the determination to carry it through.”

“With the independent planning inspector’s confirmation that we may use compulsory purchase powers where agreements can’t be reached – which will always be our first priority – we can now move forward with confidence,” Baines said.

A spokesperson for ECF emphasised that the developer is still trying to negotiate an agreement with Punch Partnerships.

They also added that they were pleased with the progress made on the regeneration project thus far.

“We have outline planning permission and will now make a more detailed reserved matters application in September,” the spokesperson said. “The CPO hearing featured a strong representation from our regeneration partnership, and we are satisfied that the outcome allows us to progress.”

Jon Matthews Architects is the architect of the St Helens masterplan for ECF and the council. Planit-IE is the landscape architect and CBRE is leading the planning process.

The project team also includes M&E engineer Hilson Moran, civil and structural engineer Heyne Tillet Steel, surveyor Powers, sustainability consultant Cundall, highways engineer WSP, project manager Arcadis, cost consultant Faithful+Gould, and Design Fire Consultants.

“We are doing everything we can”, assured the football club’s chief executive, Billy Hogan, a week after the contractor behind its new stand filed an administration notice.

Buckingham Group Contracting is the main contractor for Liverpool Football Club’s Anfield Road Stand, which was to bring an extra 7,000 seats to the stadium. This would increase Anfield Stadium’s capacity to 61,000.

The contractor announced its decision to file a notice to appoint administrators last week and Liverpool has now issued an update on the development of the stand in light of uncertainties.

Hogan confirmed that the club still plans to work through a phased opening of the Anfield Road Stand, however it does not want to set any false expectations.

“Just to speak plainly, we are in a bit of a holding pattern right now based on the news that we got on Thursday and that needs to reach its conclusion before we can truly start to take the next steps”, he said.

“But if Buckingham does enter into administration then we’ll need to address any delays that may arise from completing the new stand as a result of that.

“Obviously, we will of course work with Buckingham and any other contractors who may be appointed in the future to retain as many of the existing jobs and expertise that have been a part of the project all along.”

Buckingham Group has stressed that it is not currently in administration. The filing of the notice was to “protect the business whilst we explore a sale of all or part of the business in a very short period (days/weeks)”, the company said.

The firm began work on the stand in 2021. At that time, the project was due to complete in time for the 2023-2024 season. That deadline has since been missed, although Saturday did see the return of the season with the lower section of the Anfield Road Stand cleared for operational use and open for the first time.

In terms of the future, Hogan recognised that is hard to set a schedule based on what is happening immediately however has hinted that the club is still working towards an October deadline to have the stand fully complete.

“As I said, [there is] an unbelievable amount of work going on in the background, literally since we were made aware of Buckingham’s intentions, to make sure that we have as little impact on that timeline as possible”, he said.

“So, again, I don’t want to set false expectations but we do have to have, obviously, a schedule that we need to work towards.

“It’s hard to set that schedule based on what is happening immediately, but we are working through it having digested the announcement on Thursday and working over the course of the last several days, and then any subsequent administration of Buckingham and what that means with regards to our contract with them and then the strategy and programme that we put forward.”

Buckingham Group is also the main contractor for the £80m Headbolt Lane Station in Kirkby and began work on the Merseyrail project last year. Liverpool City Region Mayor Steve Rotheram has said that the probable administration will not impact the delivery of the station.

Augur Group has lodged plans with Liverpool City Council to transform the grade two-listed landmark into a mixed-use leisure, retail, and commercial destination.

The Colman Architects-designed scheme intends to deliver a “department store of experiences” within the former Lewis’s department store on the corner of Ranelagh Street and Renshaw Street, according to a design and access statement.

Proposals focus on the vacant areas within the property. The developer hopes to retain the original essence of the Lewis’s store while adapting to emerging changes in the work and leisure sectors.

Augur is seeking flexible consent for the 68,000 sq ft of empty space, with potential uses ranging from a brewery and restaurant to escape rooms and mini golf.

The unnamed tenant also wishes to convert the empty sixth-floor office space into a 6,300 sq ft restaurant.

The nine-storey building is currently occupied by the 126-bedroom Adagio Aparthotel and a 25,000 sq ft PureGym. The remaining swathes have remained unoccupied since Lewis’s closure in 2007.

The original Lewis’s store was first opened at the same city centre location in 1856 and expanded through the decades. The current building was constructed around 1947 after most of the original store was destroyed in The Blitz.

Augur acquired the 400,000 sq ft landmark in 2017.

Before the site changed hands, developers Merepark and Ballymore had advanced plans for a scheme called Central Village on the land between Lewis’s and Central Station with restaurant operators including Nando’s signed up.

However, the project suffered numerous delays due to the 2008 crash and never advanced.

Quod is the scheme’s planning consultant. The project team also includes Futureserv and Adapt Heritage.

The developer has launched a consultation for its proposals to deliver 119 apartments on the corner of West Derby Road and Green Lane.

Sourced Development Group wants to provide a mix of one- to three-bedroom flats and townhouses on the former site of Coconut Grove nightclub.

Named Carlton Court, the part five-, part six-storey building would also feature 2,800 sq ft of ground-floor commercial space.

Plans would bring the vacant Tuebrook site back into use.

The home of the Carlton Cinema from 1932 until 1982, the plot was soon transformed into Coconut Grove nightclub. The venue closed in 1997 and was demolished in 2017, with the site remaining empty since.

Carlton Court is part of Sourced Development Group’s plans to deliver 3,000 homes across the North West over the next three years.

The company is currently on-site building its 310-apartment Scholar’s Court complex in Liverpool. Work is also progressing in Salford, where Sourced is delivering the 525-home at Regent Plaza.

At the same meeting, Kersh Worral Commercial’s controversial plans to deliver 68 homes off Vauxhall Road did not share the same fate.

Liverpool City Council approved the conversion of the grade one-listed old Bank of England into a restaurant at its planning committee meeting yesterday. This decision was made in line with officer recommendations.

Meanwhile, Kersh Worral will persist at appeal with councillors minding to refuse its proposals due to a lack of affordable housing and open space.

Situated at 31 Castle Street, the grade one-listed building is set for a new lease of life under JSM Company Group’s proposals to transform it into a restaurant.

Wroot Design is the architect behind the scheme, which will see the creation of a dining area and a central bar set across two floors.

Downstairs, the basement will house the kitchens and other back-of-house facilities, while storage and office space will be provided upstairs.

As the Bank of England building is a grade one-listed property, only certain alterations will be permitted. The property was built in 1845 and remains “architecturally in good order”, according to a heritage impact assessment submitted by Townscape.

Built in 1945, the property has been vacant since TSB Bank left in the 1990s.

Councillors approved the scheme despite concerns raised by councillors Nick Small and Christine Banks regarding the potential negative impact of the project on neighbouring residents.

The approval follows the withdrawal of plans to create a retractable glass section on the existing disused car park to be used as a bar in the summer.

Liverpool City Council rejected Kersh Worral’s bid to redevelop the former Elaine Norris Centre site to deliver 29 flats within a four-storey block, as well as 39 houses, despite a recommendation by planning officers to approve.

Designed by DAY Architectural, the scheme is subject to a non-determination appeal due to delays in the process.

This means that the committee cannot make a decision on the proposals. However, at yesterday’s planning committee and following a site visit, councillors resolved that the application would be refused if it were to come before the committee.

A lack of affordable housing, open space, and biodiversity net gain were cited as the reasons for the proposed refusal.

The developer lodged plans for the project in March 2021, with officers recommending that the scheme be approved in December 2022. This decision was deferred so that a site visit could take place, however this never materialised.

Kersh Worral later lodged an appeal and asked that the city council cover the costs due to the “unacceptable, unnecessary, and unreasonable” delay, according to the applicant’s statement of case for the appeal.

The city council have said that the delay was down to the elections that happened earlier this year.

Kersh Worral had stated that it would halt these proceedings if the city council conducted a site visit and approved the project.

Broadgrove Planning and Development is the planning consultant for the scheme. The project team also includes PGA landscape architects, 4C Engine, and ADS Structural.

Ion Property Developments’ Hind Street Urban Garden Village would transform the former Birkenhead Gas Works into a thriving, low-carbon neighbourhood with a primary school and 648,000 sq ft of commercial space.

Ion announced on Tuesday that it had submitted plans for the project to Wirral Council. The application has not yet appeared on Wirral Council’s planning portal.

To make way for the 65-acre urban garden village, Ion is seeking permission to demolish the Queensway Tunnel flyovers. The application also allows for remediation and infrastructure works for the southern section of the site.

If approval is secured, Ion will also convert the former Dock Branch train line into an active travel corridor.

“We’re delighted to see this next step in the vital regeneration of the Hind Street area, which is such an important part of the future regeneration of Birkenhead,” said Steve Parry, managing director of Ion.

“The new and existing neighbourhood, which includes 1,600 new homes, will enjoy new and more seamless connections within the neighbourhood and to the town centre itself, as well as much better connections to Liverpool and other city region transport hubs,” Parry continued.

“We’re working hard towards a goal of achieving the highest quality green urban village, which we hope will set a standard for innovation, connectivity, and quality of life.”

BDP is the masterplanner and architect on the Hind Street Urban Garden Village project. WSP is the consultant for planning, transport, and environmental assessment. Planit-IE is the scheme’s landscape architect. Curtins is charged with remediation and engineering.

The local authority has been working alongside Ion on Hind Street Urban Garden Village, even seeking £41m in grant funding to help deliver the first tranche of 600 homes. This money would come from Homes England and Liverpool City Region Combined Authority. Wirral itself has borrowed £2.25m to pay for site investigations.
